When artsd is suspended using the artsc api, the returncode is only "successful" if \
artsd has been in active state before. There is no possibility to know (by the means \
of artsc), if artsd has been successfully suspended.

Either there should be a call status() in the api, or the returncode should reflect \
the status of artsd, independently of its previous status.
