When artsd is suspended using the artsc api, the returncode is only "successful" if artsd has been in active state before. There is no possibility to know (by the means of artsc), if artsd has been successfully suspended.

Either there should be a call status() in the api, or the returncode should reflect the status of artsd, independently of its previous status.
