OS/Compiler notes: 

I'm using the italian version of KDE and it appears
that in the Access Management Item of the Control Center
namely under the tab labelled Sessioni
it is impossible to disallow turning off the
computer since even if one select the ooption
Only root in the menu Console this doesn't 
hold true over neither reboot neither even a
simple login as root on the desktop.
