I can't reproduce this, whatever I do. If the lowering a window with MMB makes 
it go under other windows but at the exact spot where the mouse cursor is no 
other window was stacked under my "to-back"-ed window, then yes, this window 
I've just put to back keeps the focus, but you want that, otherwise you 
wouldn't use focus-under-mouse. Anyways, even then, moving the mouse over any 
other window gives the focus to that window.

Same behavior occurs with and without modal dialogs. 

Can you give more details?
