This may be completely unrelated to the problem but I'll throw it out
there anyway: a few years ago I was working on a project that involved
an HDTV set-top box based around an ATI chip.  I was generating some
low-resolution computer graphics directly into the framebuffer and
getting very thick visible ringing on the edges and corners when it
was scaled up to HD resolutions.  I mentioned this to the guys
producing the box and they basically blamed it on the filter in the
ATI scaler.  They said something to the effect that they had set up
the filter with MPEG-2 compressed TV and DVD in mind; and my stuff was
stressing their settings.  The filter was to some extent programmable,
but I don't recall there being any way to change it from the
application side.

You might be getting something similar: the scaler's filter (or some
other parameter) as configured by the firmware or driver is not suited
to your content.  I don't think Xv provides any way to control this
sort of thing, though.
