I'd be in favour of a public developer list and a user list,
so that I didn't get the irrelevant stuff, except that then 
who would to answer the user questions ?
Of course we have the same problem with a combined list.

The problem is that we are trying to use an email list to run a
support desk for a complex program widely used by inexperienced
people.

Overload to the power of three ?

Most support desks allocate each call to one "engineer" who answers it;
you don't get every engineer answering every call,
but our "engineers" are unknown citizens of the net,
I'd like to hear suggestions of ways to allocate each question to a
particular engineer, so that we don't all have to read every question ?

(There is a developer list, which is invitation only, so a part of the
developer bandwidth is protected, so we wont grind to a complete halt.)
