Nathan Bubna resolved VELTOOLS-60.

    Resolution: Invalid

So far as i know, this is not still an issue.  1.3 poms are in the Maven repo here:

http://repo1.maven.org/maven2/org/apache/velocity/velocity-tools/1.3/

Of course, future installation of poms and jars for VelocityTools will likely remain \
dependent on the kindness of strangers (or perhaps Henning :), but i don't see any \
point in keeping this issue around.
