I think you may have the mistaken the purpose
of UDDI4J. The website (uddi4j.org) describes it 
as..

"UDDI4J is a Java class library that provides an 
 API to interact with a UDDI registry"

UDDI4J does not implement a UDDI Registry, but merely 
provides an API to simplify access to one. So it cannot be 
setup to create a local intranet registry.
