I set upload_max_filesize=10485760 which allowed me to send files of up to
10 MB through Twig.
I did find that both twig and my smtp server both had to be set to accept
the larger files and that the file-size, at least on the mail-server size
was limited on the encoded filesize, not the original filesize
(approximately 1.5x the original size of the binary file)

In addition, remember to reload your web-server to read the new PHP.INI
values.

I do have problems on occaision with Twig accepting the email, and it being
rejected without notice by my mail server.
