Subject:    [tkined] Cannot connect to nmtrapd in version 3.0

Using Scotty version 2.2, I can bring up the trap monitor, without 
having root access on my unix
machine, by entering the following:
set s [snmp session]
$s1 configure -address $addr -version "SNMPv1" -community public
$s1 bind {} trap { puts "%V"}

I am now using Scotty 3.0.  When I enter the following code on the same 
unix machine, I get an error:
set nr [Tnm::snmp listener]
$nr bind trap { puts "%V" }

Error message:
couldn't open socket: connection refusedcouldn't open socket: connection 
refusedcouldn't open
socket: connection refusedcouldn't open socket: connection 
refusedcouldn't open socket: connection
refusedcouldn't open socket: connection refusedcan not connect to 
nmtrapd: connection refused


I have tried adding options when creating the listener, but the result 
was the same.  However, that
same code works on a machine when I am the root.  I want to be able to 
receive traps when not root,
as I could when using Scotty version 2.2.


Any help is appreciated.
