I also have an 8600 :-) Save this file as

.Xmodmap

in your home directory:

<FILE>
!! Inspiron 8600 special keys
keycode 160 = XF86AudioMute
keycode 174 = XF86AudioLowerVolume
keycode 176 = XF86AudioRaiseVolume

keycode 162 = XF86AudioPlay
keycode 164 = XF86AudioStop
keycode 144 = XF86AudioPrev
keycode 153 = XF86AudioNext
</FILE>

then load it with 

xmodmap .Xmodmap

Now in any application, which can assign keycodes, you can use the special 
keys. Have also a look at khotkeys for funny features. To load the keys 
automatically save this line as .kde/Autostart/dell.sh and make it 
executable:

xmodmap ~/.Xmodmap
</FILE>
