Which Leap version are you using?  The version of kdebase4-runtime (if
coming from Applications) should be 16.12.2.  The 16.08.2 version
seems to indicate that you are using 42.1, for which Applications is
no longer build. You have to ensure that both kdebase4-runtime and
kdelibs4 comes from the same repository.
