Holding left-click and dragging (no waiting needed) and I was able to move the \
favourites around. My widgets are locked too.
When I drag a favourite item, a horizontal line appears at the new location. \
Releasing the LMB places the item in that spot.
openSUSE 12.3, KDE 4.14.2 (KDE:Current/openSUSE_12.3)
