I'm not quite sure of the update workflow - I did however see an Update:Test 
repo - but I don't know exactly what purpose it has
My guess was that the devel project submits to this repo and then after 
testing, eventually it gets released as an update

I see...
those interdependencies are bad and need to be aware of (I saw that there were 
some notes in the release notes about the new gstreamer fixing some bugs 
though)

But you are right:
the applications are only tested in the particular environment, i.e. in this 
case KR49. So in terms of testing updates before releasing them, it is better 
to ship the whole repo contents as updates instead of single apps unless these 
updates are tested again with a plain openSUSE(:Update) repo, e.g. in 
Update:Test.
