This was discussed on the kde-core-devel mailinglist. I believe the developers 
thought it [the new ordering] made more sense this way (not sure what term 
they used, but it's in the archives).

You're talking about changing or extending existing (kde-3.1) behaviour. I 
believe that qualifies for a wish (not a bug ;-) ).
