It's possible to work around the problem by moving (a non-Subversion move) the
external away, doing the add, and then moving the external back.

I note a related problem, once the symlink is added it is not possible to
remove/revert it. With Z2 an added/uncommitted symlink:

$  svn rm --force wc/A/B/Z2
svn: E155035: '/home/pm/sw/subversion/obj/subversion/tests/libsvn_wc/wc/A/B/Z2'
is the root of a working copy and cannot be deleted

$ svn revert wc/A/B/Z2
Reverted 'wc/A/B/Z2'
svn: E200030: disk I/O error
svn: E200030: disk I/O error
