NullPointerException initializing ActionServlet

When initializing servlet, if /WEB-INF/web.xml cannot be found, a
NullPointerException is thrown within the parser.  The actual cause of the
problem could be indicated more clearly if some guard code was added at line
1431 of ActionServlet.java

The code could be something like:

    if (input == null) {
        Exception e = new Exception("/WEB-INF/web.xml not found");
        log.error(internal.getMessage("configWebXml"), e);
        throw new ServletException(e);
    }
