Here's the difference:
  ifma-refcount= an interface no longer needs to join a group
  final= a socket no longer needs to join a group

Suppose a multiple client joins the same group and one of them leaves
the group, "final" is ON.  But ifma_refcount is not still 0, because
other listeners are still joinig the group.
