I'm willing to help get the site running under tikiwiki.  What all did you
have in mind?

When smarty.php.net was first implemented, we just took a copy of the
gtk.php.net site and converted it over to the Smarty look and feel. This
way we had a fully functional site with minimal effort.  I'd like to see
the site built with Smarty, but I don't have the time to do it myself.
If someone is willing to help get the site up and running under tikiwiki
and then some folks to help maintain the site from that point forward,
I'm all for it.

The php sites work on a CVS commit mechanism, so we may need some
initial permission help from the sysops, but that shouldn't be a
problem.
