/usr/local/bin is by default *not* on PATH so for all regular Mac  
users both of the above is useless. If you are managing your own /usr/ 
local then there is nothing preventing you from creating the synlinks  
to /usr/bin (not that I understand why you would want that but that's  
another story ...). However, from your comment I gather it may be  
worthwhile to symlink the man pages to /usr/share/man ...
