I guess a very important issue that is still open there is the missing
officially supported stable upgrade path from one release to the next
one. The website still says that it's more safe to reinstall instead
of performing an upgrade.

That's something we should resolve before thinking of forcing some
harder upgrade policy. At the moment this issue will be the reason for
many people to do not perform an upgrade from R2 to R3.0 for example.
