yeah, the quanta website is horrible out of date.

kdevplatform is a common base for kdevelop4 and quanta4. That means
every kdevelop plugin
works in quanta and vice versa. Basically quanta/kdevelop is just a
set of default plugins with a
different splash screen.

Atm I would recommand to use kdevelop. See this page:
