I've been pondering on this little problem, maby not pondering but still. As a 
user available program, one should not have to be root to modify the 
toolbars. As I've added actions to my own, Quanta will not start with those 
toolbars till I load them locally.

Maby there is and I haven't seen it or figured it out, but I would prefer that 
Quanta loaded users toolbar instead of system, when a users is available. Of 
course you can have project toolbars. But the standard toolbar etc. should be 
user picked rather than system.
