Works in a similar way for Mandriva (and should do for any RPM-based distro). 
You would need to add a repository for an earlier release (Mandriva 2009 for 
example), and simply use a decent graphical package manager to select the KDE3 
package containing Quanta. The dependencies should be automatically installed 
(should work OK at the cli using urpmi too). Unfortunately, the Cervisia 
plugin doesn't work, and that is the one that I miss the most as I use cvs to 
maintain several pages on OO.o.
