For the record, KDE IO slaves download the file to a local location 
transparently, so using any of those slaves still requires downloading the 
remote file.

There are only a couple of ways around that, of which the rsync algorithm is 
the most advanced method, if memory serves. wp:rsync algorithm

So while you can use kompare to look at differences between files, you *can't* 
do it without downloading the remote file.
