Hi Chris,
kdebase is a meta ebuild, that contains several of the individual kde-base 
ebuilds, among them kde-base/kdebase-kioslaves.  There are two things I would 
try in your position: 1) Re-emerge kde-base/kdebase, and if that does not 
work, 2)switch to the split ebuilds, which would be the preferred method in 
any case.
