Copy-paste is not that hard, but perhaps a bit awkward. IMHO, you need (to
build) a Content Management System. Even if it is just one script which
inserts data or fetches and updates data after editing, doesn't matter.
No need for Joomla!, typo3, ezPublish or whatever.

You could write that script in Quanta perfectly, but I'd suggest using a
tool like TinyMCE or FCKeditor for the actual HTML-editing of the
*content* of the pages.
