I have continued to work on this issue and have finally discovered the 
culprit:

~/.kde/share/config/kioslaverc

This configuration file contains the lines:

    ftpProxy=http://shuttle:8080
    httpProxy=http://shuttle:8080
    httpsProxy=http://shuttle:8080

While these are correct references to my proxy server, that system is 
not serving ftp proxy.  I removed the reference to "http://shuttle:8080" 
in the line beginning "ftpProxy=" and now all is well.
