Yes. Those packages are also available for mandrake, I used to use it.

In fact a google for "kde 3.4 mdk" turned up this
http://rpm.nyvalls.se/10.2/RPMS/kde-3.4.2/

Obviously 3.4 is newer than 3.3.
3.4.x will require a complete KDE upgrade, that's (IMO) well worth it.
