I figured out the problem.  That folder DOES move everything over.  The 
problem was that there were settings in KATE that were overriding my 
Quanta stuff.  For example, my ctrl-b shortcut WAS there, but the KATE 
ctrl+b "bookmark" was there too, and that took precedence.
