Sorry for replying to a stale thread.  Here is a way to use target with XHTML 
1.0 Strict and XHTML 1.1 without browser dependent JS.  This kind of 
moularization is one of the benefits of the XML-ness of XHTML, you can 
include what you need and it will all still validate.
