i think it does... one image that is seldom used is "spacer.gif"... which  
would better have alt="" so that it doesn't show up weird in text browsers.

and so are a lot of "for design purposes images..."

And, nevertheless, the ones that will have an description need it too,  
because if one needs to complete it with the description, it's easier to  
have it already there
