Hello Humans and ~Humans,

I would like to report a bug in pyrcc5 and pyrcc4.

if the qrc (xml) file start with a comment,
example: "<!-- im a xml comment-->"  (usecase: licence header)
then pyrccX report "No resources in resource description."

But,
rcc-qt5 and rcc-qt4 accept the same qrc and give proper output.
