No, there isn't.

You need some procedural language function, or use external tool to
accomplish this.
There are free reporting engines. jaspersoft, pentaho, BIRT, ...

[[ note: BREAK and COMPUTE are features of Oracle's SQL*Plus (client)
not their SQL dialect. ]]
