There is a web frontend for the PEAR package manager also... it's 
Frontend/Web.php and I use it from my web browser.  So you COULD create 
a PEAR directory, download the necessary files and use that interface. 
However, if you use PHP5 the Pager class spits errors.  I have a bugfix 
version of that file if you need it.  Anyhow, the web frontend is nice 
and easy to use, and the first time you use it you should be able to use 
your PEAR directory as your install location.
