Ah, so it wasn't my mistake. Indeed, then the command to create the new 
database is:

/usr/lib/postgresql14/bin/initdb --pgdata=$HOME/.local/share/akonadi/db_data 
--locale=C.UTF-8

The check then worked and the update as well.
