You run "zypper dup" in the container? Can't you just update your
container image? Of course doing updates in containers ist just fine
but "dup" is always kind of dangerous. In this specific case it should
be tolerable to require an image update.

That said, there's of course no guarantee that no other tools,
applications, or scripts would expect RENAME_EXCHANGE to be supported
on the root file system. TBH, I have no idea how Ubuntu gets away with
it not being supported. It could lead to all kinds of subtle errors on
Ubuntu, too.
