Not a source tar? [...] Yes, it is a source tar, you have to build it.
Build fails here:

ecm-config.cmake
Add the installation prefix of "ECM" to CMAKE_PREFIX_PATH or set
"ECM_DIR"
to a directory containing one of the above files. If "ECM" provides a
separate development package or SDK, be sure it has been installed.
No idea what ECM is.
There is a button for "install" at the page, but I'm not testing it as I
don't know what it does.
