No, he is not talking about Okular on KDE4 but KPDF on KDE3. KPDF is not on 
KDE4 or any oS standard repository. 

You could pull KPDF from
http://software.opensuse.org/package/kpdftool?search_term=KPDF 

And is considered unstable for 13.1 or 12.3
