Here is the proposed schedule for JavaFX 13.

RDP1: Jul 8, 2019 (aka "feature freeze")
RDP2: Aug 5, 2019
Freeze: Aug 26, 2019
GA: September 10, 2019

We plan to fork a 13-dev stabilization repo at RDP1. The GA date is one 
week ahead of JDK 13, matching what we did for 12.
