do you have /etc/hostname.rl0 and /etc/mygate ?
/etc/hostname.rl0 will have information about the rl0 device. c.f.
man hostname.if
/etc/mygate will have the ip address of your default gateway.

don't change anything in /etc/netstart unless you're sure you've read all
the documentation and you really really really need to change that script,
and even then be sure you can deal with the consequences.

finally, this mail should have gone to misc@ not bugs@. your problem is
almost certainly not a bug with openbsd but a lack of reading the correct
man pages and faqs.
