How Frequent Contacts behaves is not kept in the USERxxx.db's, it is kept in
each PC's registry.  Therefore, figure out which registry entries determine
how freq contacts behave and create standard reg file to be distributed to
all PC's.  This can be done with ZEN or if you don't have ZEN, do it through
login script logic.
