Check out the Sentry Serial Consoles.  Sentry or something like that, 
basically they range from 4 serial ports to 32 serial ports, with a remote 
dialback modem built in. Once your are connected to the Sentry console via 
dialback modem, you can remotely power cycle the box connected on the other 
end or console in, do maintenance, etc.

This type of hardware was used on the BBN Planet's Site Patrol 3.x for Out 
of Band Management
