Summary: Link libnetsnmp to libcrypto to use --as-needed

Initial Comment:
The attached patch make sure that libnetsnmp is  
linked with libcrypto when using it, allowing use of  
--as-needed while building net-snmp or any other  
package that links against it.  
This also allows to ignore the need for linking to  
libcrypto from the final executable, as the needed  
symbols are found directly by the library itself.

Yes I've tested it on FreeBSD. It's no more and no less of 
what's already done actually, as @LIBCRYPTO@ is linked to 
the utilities, while this links it to the library itself.
All the modern elf targets (Linux, *BSD, Solaris at least) 
and MacOSX supports this without problems.
Although --as-needed is available only on Linux, but 
that's another point.

That looks like a very non-portable patch?  Have you 
tested it on systems other than Linux?
