Summary: Prevent traps from appearing in syslog

Initial Comment:
The following patch will add a new option to snmptrapd (-
t) to prevent traps from being logged to syslog.

If snmptrapd is started without the -o or -P option, then 
syslog support is forced on, even if it is not desired.  
This basically makes snmptrapd do nothing with the 
trap - EXCEPT if you have a trap handler specified...

The reason I do not want traps logged to syslog is I have 
all traps being handled by snmptt 
(snmptt.sourceforge.net).  The only messages I want to 
see in syslog from snmptrapd are messages for startup, 
shutdown, errors etc.

A partial workaround is to use the -o option to log to a 
file (and purge the file daily), but this also prevents 
critical messages for snmptrapd from logging to syslog 
(startup, shutdown etc) which I need.
