Summary: VACM checks in getnext/getbulk processing swamp the agent

Initial Comment:
When large portions of the MIB tree are excluded, the 
sub-mib access code is called for every instance of 
every object in the excluded range, causing huge 
delays.  See Bug #695169 for a complete description of 
this bug.

This patch fixes bug # 695169 and includes changes to 
the following files:
  net-snmp/agent/mibgroup/mibII/vacm_vars.c
  net-snmp/agent/snmp_agent.c
  net-snmp/include/net-snmp/library/vacm.h
  net-snmp/snmplib/vacm.c


First time submitting a patch, so bear with me...

To apply the patch, create a version 5.0.7 net-snmp 
directory tree named "net-snmp".  Copy the patch file, 
named "view_check_patch.txt", to the directory just 
above that tree and enter the following command:

    > patch -Np0 -i view_check_patch.txt
