Initial Comment:
I use snmptrapd version 5.2.1.2
started with these options:
--------------
/usr/sbin/snmptrapd -p /var/run/snmptrapd.pid -n -a -Lf
/var/log/snmptrapd.log
--------------

When I send -HUP signal it reloads the configuration
but does not open a new log file.

commands:
--------------------------
#cd /var/log/
#mv snmptrapd.log snmptrapd.log.old
#killall -HUP snmptrapd
#ls -l snmptrapd*
-rw-r--r--  1 root root       193 Jan 30 17:33
snmptrapd.log.old
--------------------------

This works with 
snmptrapsd -o /var/log/snmptrapd.log
 option, which it says shoud be deprecated:

Warning: -o option is deprecated; use -Lf <file> instead
