Looks like the Makefile.PL doesn't detect that you
are running on a Windows machine. Trace down the
Install.pm file and fix the detection.

Consider using (all on 1 line):
C:\>ppm install --location=http://theoryx5.uwinnipeg.ca/ppmpackages
