Subject:    CryptEncrypt/CryptDecrypt in France

Previously, these crypto api calls failed when the OS locale was
french/france, because of French law prohibiting encryption.  We've
discovered that these calls no longer fail.  When was this change made?  Was
it with IE5, and if so, with which IE5 release?
