Netscape Problem with Layers

I am currently developing a website http://www.compristech.com primarily
using Frontpage and utilizing Dreamweaver for layers.

Everything looks great in Internet Explorer however when viewed with
Netscape there are a couple of problems.

I am getting a double line in the background image of the layers for each
menu option.  While this is not a serious problem it is annoying.

The main problem is that initially when the site is viewed the layers are
displayed correctly, but when a user resizes the Netscape browser window the
layers are scrunched up to the left side of the screen.  Hit refresh and it
is magically fixed, temporarily.

How does one get around these problems?
